Leo recently entered into a settlement agreement to receive a 90 calendar day suspension without pay for violating department rules for conduct unbecoming and larceny under $250, the report said. The suspension runs from July 3 to Oct. 1, and Leo will remain on probation with the department for three years.

It was not immediately known if Leo had an attorney.

Massachusetts State Police would not confirm the name of the person involved because no charges were filed, but said Encore security staff notified their Gaming Enforcement Unit on Aug. 7, 2022 that a female patron had picked up a wallet dropped by another casino patron, taken cash that was inside the wallet and turned in the empty wallet to a casino employee.

The investigation into the incident was handled primarily by casino security, according to state police, and a Gaming Enforcement Unit member reviewed camera footage two days later that confirmed the casino's understanding of the facts of the incident.

That same day, casino security staff informed the Gaming Enforcement Unit that an associated of the female patron had made restitution to the owner of the wallet on the woman's behalf. Casino security issued a trespass order prohibiting the woman from returning to the venue.

Based on the prompt restitution, state police said the Gaming Enforcement Unit did not pursue its own criminal investigation.
