Police later said that a Kennebunk woman, 64-year-old Linda Huelsman, and a Kittery man, 55-year-old Brian Ellis, were the drivers killed in the crash with the tractor-trailer at mile marker 14.
The truck, owned by a New York logistics company and being driven by a New York City man, was headed north on I-95 when it crashed across the median and hit Huelsman's car and Ellis' box truck, both headed south, about 6:05 a.m., police said.
Huelsman was pronounced dead at the scene, while Ellis was rushed to Portsmouth Regional Hospital and later pronounced dead, according to police.
The driver of the truck had non-life-threatening injuries.
Two lanes of the highway have reopened, and investigators, who say weather conditions are believed to have been a factor, are looking into whether criminal charges will be filed.
