Police deployed stop sticks, a tire-deflation device, officials said, and the car eventually crashed.
"This world is upside-down, it seems like," said Scott Sundin, who was on his way to Holden when the chase went flying past him.
"We were just driving home," said Sundin. "My wife and I, Monday afternoon, 2:30 in the afternoon, you'd think that's a safe time to be driving, no rush hour, no nothing. To have something like that happen it's just mind boggling to tell you the truth."
The couple came upon the aftermath of the crash.
"The police were escorting an individual out of the car in handcuffs," he said.
His own car ran over the stop sticks and tore one of his tires.
"The tire's completely ruined," he said. "It had a huge puncture slash in the side wall."
Police didn't immediately have more confirmed information to share, including where the car was stolen from.
