Protection from utility shutoffs during the winter

Massachusetts residents are protected from utility shutoffs under a winter moratorium, but that protection has to be certified with the utility company. NBC10 Boston Responds heard from a homeowner who learned that limit when a National Grid employee showed up at his door.
